The Gamarra Report - Does illegal migration lead to greater poverty in the recipient country?

A prominent Dominican historian recently argued in El Listin Diario, one of the principal newspapers in the Dominican Republic, that the unrestricted flood of undocumented Haitian migrants means that his country will never be able to address its own poverty problems.  Historian Manuel Nunez argues that importing labor from the poorest country in the hemisphere has a dramatic impact on the labor market in the Dominican Republic.  To support his claim, Nunez referred to a statement made by Aymeric Chauprade, a French political scientist who reportedly noted that it would be impossible for the Dominican Republic to achieve its development goals given the uncontrolled flow of Haitian immigrants.
